Smiley Technologies Names Jeff Small Chief Operating and Financial Officer

In this executive leadership role, Small will help guide Smiley’s financial and operational strategy as the company continues to strengthen alignment across teams, support disciplined growth, and serve community banks through secure, integrated technology and relationship-driven service.

LITTLE ROCK, Ark. — July 15,2026 — Smiley Technologies, Inc., a core and digital banking provider for community banks, announced today that Jeff Small has joined the company as Chief Operating and Financial Officer.

In this executive leadership role, Small will help guide Smiley’s financial and operational strategy as the company continues to strengthen alignment across teams, support disciplined growth, and serve community banks through secure, integrated technology and relationship-driven service.

Small brings significant financial, operational, and executive leadership experience toSmiley. He most recently served as President of the Consumer and Small Business Internet Division at Windstream. Small’s leadership at Windstream spanned finance, operations, engineering, construction and customer-facing business strategy, including spearheading the deployment of fiber high-speed internet service to 2 million homes and businesses in principally rural communities.
